Stream City is built like a cable-stayed bridge: it has a head with the cables supporting the main platform attached to it. An ultra-resistant lift runs to the surface of the Earth from a satellite in a geostationary orbit (i.e. at a height of over 35,786 km). This lift allows construction components to be transported and then assembled at the desired altitude. 400 satellites arranged in a circle (one every 100 km of Stream City) provide the mass for generating the centrifugal force required for assembling the entire ring structure by means of a compression-tension mechanism.

Two-ring system
The project suggests constructing a ring serving transport purposes connected to lifts traveling up from the Earth along cables attached to a satellite, whose movements are synchronized with the Earth's motion. The city-ring is connected to the transport-ring by a system of electromagnets that help maintain the speed of rotation (avoiding any pollution from reaction engines). Both rings are stationary during the construction process and, once assembly operations have been completed, the city-ring starts to revolve at the set speed.

Useful aspects
The "daytime side" of Stream City is used for generating a vast amour of energy by means of solar panels and steam to enable plants to grow. Although sunlight at this attitude of the atmosphere is not lethal, its energy capacity is 30% higher than on Earth, so plants in the glasshouses will grow more quickly; there is also a significant amount of UV rays, which can be made use of in laboratories to produce special hybrids (for the ordinary plants there will be a filter providing protection against UV rays).
The "evening side" will provide plenty of room for the Earth's rising population to live, with high-tech industry, laboratories, creativity centres and (over on the "night-time side") astronomical observatories. The heating/cooling system is designed out of a series of exchange pipes, so that cold flowing from the "night-time side" prevent overheating on the "daytime side" and, vice-versa, hot water from the "daytime side" can heat up the "night-time side".

Transport function
Stream City also acts as a universal overhead railway - you can reach the opposite side of the Earth to the equator in 12 hours. You can ascend/descend from Earth in two ways. Lift - public transport and goods transport. A capsule travels from Earth to the transportation-ring and from there, using the system of electromagnets you can travel through a tunnel to Stream City at a speed of 1700 km/h. The system of electromagnets also allows travel between Stream City's various «time zones». A private transport shuttle reaching an altitude of 100 km at a speed of 1700 km/h lands in areas of Stream City custom-designed for this purpose.

The Stream City project also caters for its own extension. There are residential areas, offices, glasshouses and transport links located in the internal section of the ring. The outside section is the "land" allocated for extending the In addition to solar panels is also possible to construct private homes, farms, research campuses, offices and landing strips for the shuttles.
